Hands a held issue back, so anyone can claim it again. Release means “ensure I am not holding this”, so releasing an issue nobody holds — including one whose lease already lapsed — succeeds as a no-op and a lost response is safe to repeat. issue_not_held fires only when somebody else holds a live claim. client_id is required but no ledger consults it, so a duplicate arriving after a later claim drops that newer lease rather than being ignored.
